Check Clay Spencer. Spencer Rifle Barrels Scotsville, VA. Built a real tack driver for me. His barrels are out of this world, actually ours as he specializes in 1,000 yd bench rest rifles. Provide the action, bottom metal, and stock and he'll turn around in 6 weeks or so.

APS out in MT uses a lot of Lilja barrels
Call Aaron Roberts at Roberts Precision Rifles - Aaron Roberts Houston Texas Riflesmith Gunsmith. He built a hammer of a .30-06 out of a stiller/lilja combo, and he apprenticed under Spencer Rifles. He's a great gunsmith, and just super easy to work with.
Lester Bruno does really good work.
Jon Beanland in Gould, OK builds killer 6.5x47's.
