What m54dbm said, but clean both parts with alcohol first. Also, buy the good rubber cement they sell at auto parts stores. Avoid the cheap stuff Wal-Mart sells.

Clean well - use alcohol on rubber part, acetone on metal.

Use silicone seal. Clear is always available at Home Depot/Lowes. I have seen black.
