Scope depends on budget, but if it is going to see double duty, you'll need a variable. Ring height depends on objective and tube diameter.

Personally, I would budget for the rifle and a better stock. Most will tell you to keep the stock and spend the extra on glass, which is not wrong, but let me tell you, getting inconsistent groups because your stock flexes too much can't be fixed by a good scope.
The SPS tactical is a fine rifle, it has a 20" barrel so it is handier in the woods, it will reach all the way out to 1000 yards. The AAC model has a 1-10" twist so no worries about stabilizing heavy bullets if you need to.
I have a Choate tactical stock on mine, it is a very good stock. Not the varmint, not the sniper, but the tactical.

A harris bipod, which will set you back about 100.
If you are looking to stay within 600 yards (I applaud you for that, many talk about 1000 yards right away).
The 168 grain match king will get you there.
I have found the American Eagle 168 grain match load to be very accurate and it can be found for 15 bucks a box.
A good variable beginners scope:
A WOTAC 4-14, Falcon Menace 4-14, Nikon Buckmaster 4.5-14, Millet TRS-1 mil/mil, Konus M-30 tactical, Hawke Sidewinder Tactical and the Midway exclusive 3-10 mil/mil Weaver grand slam.
