I am having a hell of a time finding a retro/vintage rail section for a a1 upper to mount an older legacy aimpoint 2000/3000. Going for a early 90s delta look on an old SP1 carbine.

Any one have an idea where to get one?

Leupold makes the original I believe. So, if you look on auctions, you should be looking for their name. I have one out in storage in Idaho. IIRC, the spacing is like Weaver and does not match Picatinny. As far as I know, they never made one with the Leupold style twist in (Redfield, actually) bases, it was all slotted.

As an idea, you could maybe get an A.R.M.S #2, fit your scope to it, and then grind down the remaining "teeth" nice 'n' flat. I can't say it'd be 100% correct but it might work fine. After all, guys were using flashlights hose-clamped to the barrel and modified A1/A2 pistol grips mounted to the handguards on their carbines way before rail-mounted grips were a thing. I've always liked this pic of a Desert Storm SEAL's M14 with a home-made foregrip:
