Help with ammo ID

I found some of this locally. Is it a step down from Gold Match? Or was it made before Gold Match and was the "match" ammo of the time? Headstamp is "FC 223 Rem".

That load is Federal's pre Gold Metal 223 match ammo. Made in the late 90's.
