Good thermal is expensive, he can get a 14 and an illuminator/laser for just about that. A good NV clip on can be had for $4700, that's what I went with, the PVS 30 and it works in front of any day optic up to 17-25x (depending on what you can live with, 25x is pretty grainy). Still need an illuminator. You'll need that for any NV or shit can go completely unseen right under your nose.
I agree, thermal will make shit light up. What a lot of hunters do that have a budget is go with a handheld thermal to scan with and then take the shot with NV. Head mounted PVS14 and a weapon mounted thermal would also work well I'd imagine but I'd rather scan with thermal. You can just see better with the NV.
Clipping a 14 on the rifle works, but you give up the ability to just walk around with it. You CAN do both --I have a Larue QD PVS14/EoTech mount and I don't use it so if you do go that route, let me know and I can save you a bunch on those mounts. The NV mount doesn't interfere with a headmount and it's not big or heavy.
Pretty much all NV has it's limitations or drawbacks, this is good for that, that's better for this, so on. So there's always a trade off no matter what. Head mount and a laser is most convenient and probably the cheapest route to get into night vision and it's what most of us start with or simply do.
