I purchased a. 22 rifle off GB like the one I had as a kid had it sent to my FFL it had no serial # went to pick it up and the girl at counter extreamly confused she started calling people for help I said they didn't always do that back then? It cost me alot more than it was worth especially in aggravation.Ghost gun is a made-up term.
An 80 percent receiver finished by an individual is legal and un-controlled. It can even be sold without a serial number. It can even be sold thorugh an FFL without a serial number. The Form allows N/A. I have several old guns with no serial number... a firearm does not have to have one to be legal.
What is illegal is ALTERING a serial number. In other words, if it has a number, you can't mess with it.
There are no restrictions on an individual making a non-NFA firearm for themselves. And it can even be sold... unless someone manages to cross the threshold of being a 'manufacturer.' And the threshold is unknown. So if someone wants to get you for manufacturing and transferring 'one' they can. If you do 100... same deal.
But making yourself a non-NFA firearm is legal.
This whole "Ghost Guns" thing is a made-up term created by Bloomberg, the media and the anti-gunners. There is NO SUCH THING. It is merely a firearm made by an individual, legally, using commonly-available parts.
The NJ AG can pound sand. If the 'buyer' completed the added 20 percent of the receiver counter to NJ law... well, that's the makers' problem. But an out-of-state seller offering parts and a lower-shaped chunk of aluminum does not constitute a firearm under federal or any other definition.
It's a paperweight with some additional parts in the box. Period.
