You’re making a comparative measurement, not measuring to a specification. The comparator ID that puts you somewhere near the middle of the shoulder is fine.
According to this https://press.hornady.com/assets/site/hornady/files/load-data/6.5-prc-v2.pdf the shoulder is .5158" and the neck is .297 so .5158-.297=.2188 divide that by 2 to find the middle gives us .1094, add that to the .294 or subtract that from the .5158 and we get .4064 as the diameter in the middle of the shoulder. So thats closest to D .400 but any of the three should be serviceable.
