i have been trying to work up a load for a guys 30t/c. his hornady 165s will one hole but i cant find any data to match them. i pulled one apart and weighed the powder and it was 46.6 grains. all the data i could find for this round doesnt go over 46 grains. the powder in the hornady round was small, flat circles. ive tried varget and benchmark and cant get good groups at all. it has a 26" barrel on a pro hunter with 5r rifling.

From your description, it's a ball powder. It's probably Win 748 or BL-C(2), but I would work up with any load if you're unsure, especially trying to match factory loads which don't always use powders with the same burn rate as commercially sold ones (see "Canister Grade" vs. "Non-Canister Grade")

I don't think there are any flake powders used in normal rifle loads (subsonic ones, though). Some ball powders are smooooshed flat to give the appearance of discs, as is AA MagPro.
