Create several government offices related to this "problem", write a Federal Grant request and then spend that Federal money, create a special disposal plan that requires the building of a new cremation facility. Of course the facility will require round the clock, armed, security guards. The ashes will be required to be stored at a special waste facility that should be at least 100 acres in size (for future use)...... Your tax dollars at work.
The other option, similar to Portland and the homeless issue.... Home owners will be required to build and maintain a "Squirrel Refuge" on their property. All related expenses will be paid for by the home owner. This will include food, water, sanitation and possibly electricity. All to be inspected annually by a newly appointed Texas marshal. Bet those old Texas Ranger's are turning over in their grave...
