Gunsmithing How do you know if a barrel is "bad"?

So, I bought a barreled action on a whim, and I can't seem to find any factory ammo it likes. I'm talking .75 moa and larger 3 shot groups at 100 yards. I've been in contact with the gunsmith/manufacturer and they agreed that it should shoot better, and have offered to look at the barrel which I have packaged up and ready to send back. The other day when I was getting the rifle out of the safe to remove the barrel, I let the barrel slide through my hand quickly and felt a "dent" about halfway down the barrel. The barrel is a heavy palma contour, and shows no signs of an impact in the area. The "dent" (barely visible to the eye) is very noticeable to the touch, and carries itself about halfway around the barrel. Is it possible for that to cause accuracy issues? I've never wondered how concentric the outside of a barrel needed to be.

A little more background, the barreled action was torqued properly into both an MPA ,and Manners with mini chassis. It has been shot suppressed, unsuppressed, and with a brake. I also tried two different scopes on the rifle, a Bushnell LRTSi (which I shoot regularly and know it tracks well), and a Minox ZP5. I let a local smith look at the barreled action while dropping off some other stuff, and he immediately noticed the spot on the barrel, but checked everything else out and couldn't find anything obviously wrong with it.
 
Does a tight bore patch act any differently near the dent?

Could the barrel just be shot out—-

At this point really it is not worth trying to fix... spin a new one on and enjoy life
 
bore patch feels the same the length of the barrel.
only 200 ish rounds on the barrel.

This post was out of curiosity more than anything. The smith has said they would look at it and I don't doubt that they will spin up another barrel for me.

Very few barrels are bad. As a matter of fact in 35+ years I'm not sure I ever had a match grade, premium barrel that would fall into the BAD category. Several I sent back because of dimensional issues before I ever chambered them. Many had a peculiar personality. Some just didn't like any factory ammo but shot well with reloads. Also ammo price doesn't always equate to accuracy. Try some cheap ammo. Might surprise you.
Check every aspect of the action in terms of mating up to the action. Also firing pin fall, firing pin assembly. Not all actions are equal.
