In the D
I've got a Seekins base on its way and will be mounting it on my 5R with some Burris Tac rings. How does one know that you should or may have to (bed) the base or lap the rings? Is there a way to make sure that it is needed?

seekins rings won't need to be lapped, and the base will be straight...

that being said, if you start to install the base and one end lifts off your reciever, the reciever is warped, and you can bed the base

The scope base might be straight. But, will the receiver?
