Here's another way to think about it. In light rain, there is a lot of space between rain drops, and when you fire, you are sending a bullet through a very small path through a 3d field of obstacles. The longer that path, the higher the probability of a strike. To counter that argument, the longer the distance, the lower the visibility, and the harder the rain, the even shorter the visibility. Long story longer, if it's raining really hard, you're going to be limited on distance anyway.
I've fired some relatively short distances in some seriously ridiculous rain and never saw an obvious issue on target.
