How to make Bullet Jump or Seating close to lands?

Hello, I'm a self taught reloader and want to get to where I can fine tune my 6.5 creedmoor. My question is if someone says "seat the bullet .2 from the lands", how do I accomplish this? Is there a good easy tool to use? I usually just run with factory overall length or I space out the bullet to where it barely chambers. Thanks for the help!
 
I suggest you read all 5 stickies on reloading in here but the short answer is Hornady OAL gauge with a modified case. It would have been best to work up a load jammed so that you get max pressure for the load you are working with. That is the safest way.

Most important element in adjusting "jump" is knowing where the lands are in your rifle and seating bullets accordingly.

What I do is smoke the bullet with a candle, but first I seat the bullet long whereas I cant close the bolt, then seat it in increments so I can close the bolt but there's land marks on the soot from the candle, if I want the bullet just off the lands by like .002" Ill turn the seating plug ever so slightly till there's no land marks on the soot and call it good, if I want the bullet jammed Ill leave it where it is when the lands are still engraving on the soot but yet still easy to close the bolt.
