Gunsmithing Howa 1500 Mount/Ring Combo for SWFA 3-15x42

Hi,

I have a Howa 1500 in .308 with a Varmint barrel (.830 OD). Can I use the TPS TSR 30mm Super Low steel rings (.820) mounted on a Warne 20 MOA steel base with a SWFA 3-15x 42mm scope?

Would this setup allow clearances for:
Butler Creek caps
Cat tail lever on scope and
Oversized tactical bolt knob

The best I can do is pull a Howa 1500 sporting taper off the shelf and put a USO 1.8x10x37 on it with Burris tactical low rings, Weaver 36 base in the rear, 40A in the front, and USO lens covers. Those lens covers look like Butler Creek made them.

It looks like a 1/4" of clearance between the barrel the the 37mm [1.71" O.D.] part of the scope.
