I count 88 drum fed subguns for around 6400 rounds. How would ATF classify that?

BUT they had an answer for shit like this, apparently it looks like this:

Why yes those ARE full auto C96 Mauser pistols in an anti-aircraft mount!

Sometimes ten Mausers are a bit unwieldy for foot soldiers so they had this made instead:

1912 Steyr doppel pistol --for when just one full auto pistol doesn't cut it.

They are, fitted to an experimental battery intended to be loaded into the bomb bay of a Tupolev Tu-2 (variant Sh for "Shpagina") for ground-attack purposes. Apparently nicknamed the "Fire Hedgehog".
