It's not a "vaccine" by any means - the article states that: "We have provided evidence that chloroquine is effective in preventing SARS-CoV infection in cell culture if the drug is added to the cells 24 h prior to infection."
That being said, assuming that its performance against SARS-Cov-2 is similar, we should probably be giving it to vulnerable members of the population as a prophylactic if they are not susceptible to its potential side effects.

The article and study are in post number two. The angle I can see where this can be called not true. Is he doesn't know just because it worked for SARS-COVID-1, and was a miracle drug and relatively safe. Doesn't mean it works on SARS-COVID-2.
I would have an honest and reasonable suspicion an anti-viral would be better than waiting until your immune system is attacking your body and you are in the hospital. We know who is at risk, we know HQ is relatively safe, and cheap. As per the 2005 study in SARS-COVID-1 and its status as a miracle cure.
The paper is as it was in 2005. The article snippet posted by the OP was misleading in its use of "vaccine". If that's why it got pulled, then I'm nervously OK. If it got pulled because it wasn't proper Newspeak, then I'm pissed.
That "cure and a vaccine" thing is supposed to be a quote from Dr. Fauci. According to the flyer.
