HTML and UBBCode

I am trying to be able to post embeded videos. I was told to change the markup from "using UBBCode" to "Using HTML and UBBCode". However, the drop down box only lists "using UBBCode". Under "Post Options" it says HTML is disabled and UBBCode is enabled.

How do I fix this? What is the secret?

You need more posts, new users can't post HTML in most cases.
