hydrographics in Southern California?

Looking to get my LWRC REPR along with Vortex 1-6x dipped in ATACS. My understanding is that the business/ facility doing the work has to have an FFL license to accept complete rifles that are shipped in? If that's NOT the case then I can ship anywhere in the US. Can anyone point me in the right direction? Thanks in advance.
