Well to be fair to our victim here, I don't think she was partying it up abroad, as she had just left her shift as a pizzeria waitress and was actually in her work uniform on the bus.

Seems the mayor of Charlotte was more concerned about the mental problems of the killer then the death of an innocent girl.Color me not surprised.

Yep. It's attitudes like the mayor's, then combine with prosecutors/DA/judge leniency where they let 'em off light or no-consequence and we see the eventuality played out. The cops in this case were out there doing the job...many arrests, but clearly still on the street.

This plays out in many places like L.A., SF, Portland, Seattle, where the crazy ideologues infest the part of the system that could possibly help mitigate when they have the criminals in custody and could dole out sentences, but instead let 'em skate, because <some sort of feelz>
