That aside, New York City is one of those places that is rotten to the core and even if all of this rot can be removed, the place will still perpetually reek of decay. Rikers Island Correctional Center is perhaps one of the worst hubs of corruption in the city. Almost twice or three times each week there are cases of corrections officers, captains, and even med staff and junior top brass members who were found to be affiliated with street gangs, smuggling contraband into the jail for their fellow gang members, and coordinating attacks against rival cliques. And obviously, there are a lot more who are under the radar.

At least during Tammany Hall, they were open about it. Now, it is often a case of: "Oh well, we didn't know"...
