I have good basic mechanical skills, and access to lots of hand tools but no CNC or anything like that. I have a B&C M40 stock and want to install a M5 style (PT&G) BDM. Am I in over my head, or is this fairly straight forward?

a mill is ok if you go slowly. it will look like crap if you do it with hand tools, unless youre very experienced with them. theres a bunch of people out there that will do it for 80-100 and turn it around reasonably fast. do it right and have no regrets later

I just got my B&C m40 and M5 in the mail last week. Sent GAP an email about cost and turn around and needless to say, it's well worth the small cost to get it done professionally in my opinion than to take the chance of a hack job with hand tools. I'm sending mine off next week.
