Rifle Scopes Installing the mount

I was going to install my new scope, mount, etc. on my new Savage tonight but hit a snag.
For some reason I do not have any blue Loctite. I could have sworn I did, so this will have to wait until tomorrow.
When I do install the mount, do I need to degrease the screw holes first? If so, can I use a cotton swab and alcohol?
Do I just put a drop of Loctite in each screw hole?
Just in case I have to move the mount around, how much time do I have after dropping in the Loctite before it hardens? I assume it's not instant, but will I have a few minutes?
Should I put some Loctite under the mount between it and the receiver? The reason I ask this is that I once had a comp on a Ruger MkII pistol that we didn't have a set-screw in. All I used for about a year or 2 was blue Loctite between the comp and the barrel. It did finally work loose, but by then dad and I had built a new comp and we included a set screw.
I want to be sure about something else. I do NOT use Loctite on the ring screws- right?

I put a thin film of blue Loctite on the base and just a tiny drop on each base screw. Alcohol works fine for cleaning unless there's some grease gunked up on it for some reason. You're right to leave the ring screws alone.
