Gunsmithing Is a new crown needed?

No, I'd cut a little off first then crown.

It does not shoot very well, but I have not done spent any time developing a load for it.

I't never hurts to recrown a barrel PROPERLY , even brand new factory guns will often benifit from it

if you have the means to do it i would recrown that.

Looks like a new muzzle crown is in the future of this rifle. It is a prewar Steyr Mannlicher-Schoenauer Model 1903 carbine in 6.5x54 MS.

If it isn't shooting well then a re crown is a good place to start before a possible rebarrel. There might be some very small imperfections in the crown that can't be seen easily. Try it and let us know how it turns out.
