Very close burn rates, but not exactly the same. I believe the temperature sensitivity is also different.

No...treat them just like you would different lots of powder. Start low and workup.

No. Go find the Hodgdon Manual "Magazine" its in most every store that sells gun magazines. Read it and go from there. There are others like H4895 and IMR4895 both of whitch are close the same in burn rate but not the same in load data/pressures, H4895 is a faster powder.
