I think the video predates the Bushmaster buy out, so it's most likely an early "Cobb". BM changed the stock from the A2 to the Magpul when they started marketing them under their name.

It's a traditional bolt throw (up and back/forward and down) just on the left side of the receiver. It was intended to improve the ergonomics; allowing the shooter to keep his head on the stock, the stock in his shoulder, and his hand on the grip while cycling the action, theoretically producing a faster follow up.

There have been a few gun's over the year's that have the that have the charging handle/bolt on the left hand side .

They are generally intended as static position weapon's that are shot from the prone position or off a rest of some description .

as has already been stated it is intended to make follow up shot's faster and also so the shooter can continue to observe the target wile working the weapon .

I wonder why more rifles don't use the same principle. it seems like it makes a lot more sense to have the charging handle on the left side rather than the right. that way you keep your dominant hand on the buttstock/pistol grip and your eye on the target.

That's an old Cobb FA-50 straight pull.

These were intended to be semi-auto but Cobb couldn't make them 100% reliable so they took the gas system out and called them a "fast action" straight pull.

Later on they introduced a much more cost effective left side bolt action and were eventually bought out by Cerberus who rolled them into Bushmaster.
