It looks like old corrosive primer combloc stuff. If so, clean the gun thoroughly immediately after each range session.
 
Also, just be careful with your targets, a lot of that com block ammo is copper washed, mild steel bullets. You can check with a magnet.

It must just be me. Why the heck would anyone want to possibly punish their rifle barrel with ammunition one cannot even read
its labeling? Have a friend run a few hundred rounds of same ammo thru their rifle and report back.
 
That lead sealed tin might have brass case with corrosive primer/powder?
