Is this normal?

I went to the range today to try out some new loads. I had my rifle zeroed for my 155SMK load. I had loaded up some 150 Nosler accubonds with some TAC I just got. The accubonds were exactly 4" lower than the SMK's. The windage was the same. Is it normal for that much difference? The distance was 100yds and the MV was within 50fps.

I have heard of people changing only bullets and no other components that were shooting as much as 5 inches off thier prvious zero. I don't know if that is normal, and I have never experienced it. It makes since that if you change something your zero will change.
