This is a Viper PST 4-16×50 on a tikka t3 sitting on medium rings. It's is chambered in a .223 Rem. Recoil is basically non existent. The scope is just barely touching the base. As it sits now my view through the scope is just right. I am wondering if I will have to buy new rings or if this is fine? Thanks for the help.

Don't let it touch, even "just barely". The recoil will still cause vibrations that will wear and eventually compromise the bell wall.

Me personally, I would shave down the end of the base.

I agree with all of the above. The barrel will flex when shot and will eventually damage the scope. I would move the scope forward and shave the base. But the best fix is higher rings if you have the $$$$ to do so.
