Is this the wind?

I've a Savage 93FVSS (.22WMR) that on a pretty consistent basis shoots 1.25" at 100m.
So this weekend I was getting 2" and a bit groups with a wind of 20mph gusting to 35mph blowing at right angles.
Is a .22WMR affected this much by wind.
I'm hoping the answer is yes!!
 
22WRM typically has a 40gr bullet.... Pull a bullet out of a cartridge and lay it down on your shooting bench in 20-35 MPH wind. I bet that kind of wind might at least knock it over.
 
Thanks guys...that's what I thought.
I've shot in 10-15mph breezes and the groups have opened up some, but Saturday was dramatic.
Then again a fellow at the next bench actually have the wind knock his gun over...so I guess a 40gr bullet would be tossed around pretty good.
