Calculate the surface area of the inside of the bolt hole.
Calculate the shear failure at 12.5ksi on that area and see how much load that is
Calculate the moment resolution at that bolt necessary to create say, 200 ft-lbs
Compare the two values, if the shear value is higher than the load share on the bolt then you're good.
Seems like a lot of work for a very rough approach...
Or, you can just try it. If/When it breaks, drill the epoxy out, buy a bigger tap, some new bolts and don't screw up the job.

Finally, a point of view where I differ, however slightly, from bohem.
I don't trust epoxy in shear. I have seen too many epoxied on sights pop off with tiny amounts of recoil.
I assume 20kpsi failure in compression and use screws to take up the tension and shear.
