Zero Height and Zero Off Set?
Zero Height: The height of the zero point @ the zero range
Zero Off Set: The lateral displacement point @ the zero range
Is this from a zero set on a bore scope?

No this is when you actually zero the rifle by shooting. Is the POI actually dead center on the bull or is it off slightly. This is how you account for that since most optics have more coarse adjustment esp those in mils that you would jump from one side to the other by adjusting 0.1 mils in some cases.
