OP, on 308 vs 6.5 CM I would do 6.5 CM. Ya you can find cheaper 308 ammo that's NOT match but the 140 AMAX Hornady match ammo is only $23 per box. What 308 MATCH ammo can you find for that? If you're shooting for precision and paid $4k for your rifle, are you really going to run 147 grain crap ammo through it? No. You will shoot FGGM 308 or whatever, which is running $28 or more per box. Same with SW ammo. So w/ 6.5 CM you get extremely accurate and reasonably priced precision ammo with less recoil and the improved ballistics of the 6.5 CM. It's the "new" 308.
Next, on optics. If you have a 1K budget, i would skip paying retail for a Vortex PST and get a used Vortex Razor or Bushnell Tactical. The Razor 5-20 can be found used here on the Hide for about $1500-$1600 and is really great. For around 1K you could find a used Bushnell 3-21x with a great reticle and more elevation than the PST (which is great if you can find one for $750, but only has 65 MOA total travel.) Don't buy a sweet rifle and hamper yourself with glass. (I like the Vortex PST, but for just over $1K, the Bushnell is a LOT more value on glass.)
