Way too much money spent locking them up for all those years.
Simply have some Gender Reassignment surgery
Student doctors need practice you know, it's no fun experimenting on corpses.
Then let them back out in society and see how they do.
Tell them any further muckups and we spin the wheel of misfortune and send them to Bangkok or one of the Muslim countries.
I'm pretty sure that would take care of a lot of issues.

its gonna cost us a million bucks to keep him locked up for life. so we got one guy off the street. why not put him in shackles and parade him around to every high school
in the country so he can tell the kids he's on his way to prison for life cause he raped a girl.....might stop a couple hundred more rapes.......
