What is the proper way to lapp bolt lugs? Can this be done by yourself, or is it best left to a competent gunsmith?

It's not a problem to do yourself, however, you do need to be able to remove the action and obtain a lapping fixture and using proper technique as not to remove to much material. It is possible to over lap and damage the action. Also , lapping is usually not going to produce noticable improvement in accuracy alone, it's ussually just one step in trueing an action if you want to try just PM me and I'll give you all the details and equiptment list
