LEO trade Leupold Mark 4 LR/T scope mount

I recently acquired a Leupold Mark 4 LR/T scope—veteran-owned LEO trade—that came with the attached mount (shown below). I’ve seen similar mounts used by U.S. military personnel with Mark 4 scopes in various online photos. Does anyone recognize this mount or know its make and model?

Those are Leupold Mk4 scope rings and a SPA B-621 ring cap for mounting a SIMRAD night vision device.

1. What does SPA stand for?
2. The rings don't have any markings—could that be due to a military contract?

Leupold doesn't mark their rings as far as I remember. SPA is/was the manufacturer of the SIMRAD NV system. I don't know what it means.
