Leupold mark 4, LR/T, m1 and TMR ?'s

I have a Leupold Mark 4 LR/T 4.5-14x56mm, M1, illum, TMR ss:6796*. I have been using this scope on a tuned 308, 700 SA Remington in a AI 1.5 stock. The TMR is MIL's and the M1 turret is MOA? This is right? I'm almost %100 sure I'm right hear. Can this scope be used to range? At what scope power is the TMR radical effective for ranging? What would be the proper setup to complete a tracking test with this scope. Any pointers would be helpful on using this scope to its full potential.

Scope has to be placed on 14x to range.

if it is A front focal plain then it can range at any setting, if its is not then just like crawdad said,
