Clever idea, too bad it will not work. A leupold mildot reticle @ max magnification is already 3.6" between the dots, or on a TMR 1.8" between the hashs. Your 1 moa gap is 1.04". As you turn the power down, your gap will grow bigger, not smaller. You will never reach 1 moa, as your going the wrong way.
However, if you start with a 4 or 5 moa gap for a Leupold MILDOT reticle (half that if you have a TMR), you might have a point in which your plan will work.
Again not sure if MOA is what you want. Most Leupold's adjust in IPHY, but check your scope first.
If one must use MOA, because mils are a foreign language, better to sell the Leupold and buy the appropriate USO, Nightforce, or such, or maybe wait for the new Vortex PST's in MOA......
