Looking for an optic to use as spotter

I need an optic to spot hits on steel at 600 yards. So basically I want to be able to see the splash on the steel not bullet holes on paper. When I go shooting to my local range sometimes it gets so busy and loud it is hard to call a hit or a miss. I wont be spotting my own hits, I will have someone else spot my hits. The only scope I own is Nikon 4.5-14x40 and it is on the rifle so I don't know if it is strong enough to spot a hit at 600 yards. What power is enough for 600 steel? I would prefer binoculars since they can serve a dual purpose or a rifle scope since it will serve a dual purpose. My budget is pretty tight, right around $300 give or take. Is a spotting scope needed or can I get away with a rifle scope and or binoculars?

I have a spotting scope that works pretty well at 40X. It isn't anything fancy mind you, but it works. It is rubber coated, and has a small tripod with it. I will sell it to you for $25 shipped. Just let me know...

Since I wasn't worried about packing a spotter into the wilds for hunting, I figured a good high power telescope with an erecting prism would work just fine..... For a yard and half I got this 90mm x 1250mm Celestron C90

It comes with eyepieces for 39x and 100x but any standard 1.25" telescope eyepiece can be used.

I ended up adding night time capability with a 90* 2" diagonal to use with some eyepieces I already own for a much bigger scope.

Works for me!
