Were these ever used by military snipers on a 1903A4?

Not to my knowledge. They were specifically designed for the off-set (to the left) scopes on the M1C/M1D Garand sniper rifles. (The pad is the left side - not on the top). In contrast, the 1903A4 has a scope directly over the bore, so that cheek pad would screw-up the ergonomics as it places your cheek weld about 1 inch to the left. So that cheek pad makes no ergonomic sense on an M1903A4 - and they were definitely not issued with a 1903A4.
