Are there any restrictions, ATF or Manufactures, on someone making their own 15 and 20 round magazines? I am specifically interested in mags for the TRG-22.

No, go ahead.
Even as costly as TRG magazines are, I think you'll find it's more cost effective to buy than build. You'll get it wrong 10 times and have many, many hours invested before you get one working well. YMMV

If you plan on manufacturing for sale to the public then the Sate Department DDTC requires that all manufacturers of what they class "articles of defence" (which amounts to pretty much any component part of a firearm along with many other things) to register with them, figure on about $2200 bucks a year for the trouble.
