Bottom line is that if you manufacture with the INTENT to sell, then you must have a 07 ffl.. Its not worth it if you get caught! License for every place you intend to work on FFL related items (anything requiring a serial number) Hope this helps! Oh, there are other things you need to get a MFG license like city, state and local licenses first plus proper zoning if that applies to your state laws. They come and talk to you and these things have to be in place prior to. Its not hard, but unless you intend to make a business of it i dont think its something worth perusing. Making a few for yourself, with no intent to sell is perfectly legal.
