It's safe to shoot. However, it probably won't be nearly as accurate as most commercial ammo. Also, keep in mind that certain Korean surplus is corrosive and the most recently imported ammo has, in some cases, found to be a mix of both corrosive and non-corrosive. Great for plinking, but I wouldn't expect sub-MOA accuracy and be sure to check the headstamps and determine if corrosion is going to be a concern.
