Rifle Scopes moa adjustments on non tac scope?

I have not been shooting long range very long. since i have started i have just been using hold overs. my scope is a leupold vxiii 4.5x14x40. this scope does not have any kindof turrets just normal 1/4 moa clicks

so my question is... if i needed to come up 7 moa. could i do 28 clicks. or can my scope handle that all at once? and if so once im done could i just do 28 back?

Absolutely! If it's a 1/4 min per click, 4 clicks = 1 minute. When it stops, you're out of adjustment. Look at the Stoney Point adjustment knobs for Leopolds. They make it a little easier.
