Either will work. MIL/MIL is more ubiquitous, and is a known standard. MOA/MOA type hashs/lines/dots or measurements, seem vary greatly between makers, in other words no standards.
Also nobody is currently making a spotting scope or binoc's with a MOA reticle, except maybe USO (for a spotting scope). So if you are using a spotter with a reticle, they will be talking in MILS, not MOA.
Lastly, most MOA reticles and adjustments are not true MOA, they are really IPHY, which is almost but not the quite the same thing. Again lack of standards, and loose language could bite you in the butt. However, a MIL is always a MIL.
But like I said when I started, either will work.
