It's neither of those things.
I have all kinds of imported products and I'm pleased as punch with them (including my Dodge pickup, made in Mexico).
It's pretty hard to find labor capable of more high-quality machining, especially on firearms, than in the USA, however.
Look at 1911s. Taurus and the cheaper Springfield Armory pistols under $800ish are made in Brazil. RIA and a number of others, made in the Philippines, are in the $4-600 range. US made guns start at what, $800 Ruger/Sig and go on up from there? ($1000 STI, $13-1400 Springfield TRP/EMP).
Are you really, honestly going to tell me that if a Springfield TRP, STI Trojan, or even a Sig were the same price (or within 10%ish) as a Taurus PT1911, that you'd buy the Taurus?
I wouldn't say that comparing the Croatian guns to American is that remarkable of a difference, but it's certainly enough that the M&P is, in my opinion, a better buy, <span style="font-style: italic">cetirus paribus</span>.
The XD and XDM are both very nice guns, but they're not as good a value as the M&P is. In a perfect world, I'd have all three. But since my $$$ is scarce, I picked what I think is the best value, and that's the M&P.
