Rifle Scopes Mounting a scope

I am using a LaRue LT 104, am I supposed to tighten the bottom screws to torque spec and then torque the top to spec, or snug the bottom up and then tighten all to spec in a chris cross pattern

Snugging the bottom will hold the scope in place, then snug the top, now do the crisscross pattern to spec.
