When mounting BUIS on a rail there is some wiggle room to move the sight forward or back some. My question is, should the sight be pushed up against the rail or pushed back? or does't it even make a difference.

It's probably never going to make a difference functionally, but same as you do with scope rings, push them forward. Inertia will help keep them from coming loose. Fight like you train or vice versa.
