Have any of you used the SO Custom matrix weight kit? Seems like you have to use the included arca rail for it to work. Can the weights be used without the rail?

No they cannot. Technically, yes, but you'd have the bolt/screw head protruding from the bottom of your chassis snagging everything you laid it on. The included Arca rail is designed to make the attachment bolts flush. However, it is a nice rail and should be used! It adds weight, protects your chassis, and allows easier installation/removal of bipods by creating an open-end to slide the pod off, whereas the chassis' arca slot sort of ends before the fore-end of the rifle.
One caveat though. The front-most weight in my kit had a damaged bolt hole. It was taco'ed and wouldn't accept the bolt. I tried running it through the top to maybe straighten it out, and got the bolt so stuck it wouldn't come back out. I had to grind it off. No big deal, there are three total holes per weight. I just used the other two to hold it in. But, Altus being awesome, sent me a replacement. However, that kit had the exact same problem on the exact same weight with the exact same hole! I let Altus know again and to not bother sending me another (it was in the rifle, i was done fussing with it). I never heard back so I don't know if they contacted the mfg about it or not. Caveat emptor.
Thanks for the info. I was thinking to not use that rail because I use the barricade stop some, and IDGAF if the chassis gets beat up and scratched - its a gun i will use in matches, so it's gonna happen anyway.

I have the so custom kit.
I was a little disappointed to find out you have to use the whole kit or none of it.
I did figure out you could use the spigot Mount screws and not add the front most weight.
