Gunsmithing My new used 700P, Crooked mounting screws?

I recently picked up a used 700 at a show. After I mounted a new egw base and a leupold I had sitting around I headed off to the range. It shot great but I have the scope dialed all the way to the left and I am still off by approx 1moa. I cam home and after pulling the mount off and measuuring the mounting holes it appears they are not at top dead center. Now what do I do? Drill/tap new holes? Try to Open these holes up and make them center?

I will not be doing the work myself, i will probably use a gunsmith. Just trying the do this a cheap as possible, the gun was a good deal....... I thought

Before you go opening up the screws, just double check to make sure the recoil lug is on straight. If the lug is cocked a little, the action may not sit straight in the stock, which might give the appearance of the base holes being off.

I'll pull the action out of the stock and see if that makes a differance. If not anyone know a good smith in MI?
